Job Responsibilities

  • Support the Project Coordinator to prepare budget monitoring and accrual analysis for operations and pledges.
  • Maintain accounts following IAS and GAAP as adopted by ICAB; prepare books on accrual basis.
  • Prepare financial statements and Interim Unaudited Financial Reports (IUFRs) for the project.
  • Monitor budgets and expenditures and contribute to budget planning and revisions.
  • Ensure financial transactions are authorized, recorded, filed with supporting documentation and maintained according to technical guidelines.
  • Reconcile bank statements and other financial accounts regularly.
  • Prepare and submit regular financial reports (monthly, quarterly, half-yearly, yearly) to IE and PKSF management.
  • Ensure compliance with GCF & PKSF financial policies and procedures.
  • Process procurements in compliance with GoB, PKSF and IE procurement rules and guidelines.
  • Process payments to project goods and service providers timely.
  • Prepare and update the annual procurement plan and maintain the Fixed Asset Register.
  • Perform other duties assigned by PKSF & IE management.

Job Description

Overview: Nabolok Parishad is seeking a motivated and experienced Admin and Accounts Officer to support the Resilient Homestead and Livelihood Support to the Vulnerable Coastal People of Bangladesh (RHL) Project. This job offers an opportunity to work at the project management unit (PMU) in Mongla Upazila, Bagerhat District. The successful candidate will play a central role in financial management, procurement, and reporting to ensure compliance with GCF and PKSF policies. As Admin and Accounts Officer you will ensure financial transparency and effective budget management that supports resilient livelihoods and climate-adaptive housing interventions across project areas.Key responsibilities (summary):Maintain project accounts on an accrual basis and prepare interim unaudited financial reports (IUFRs) and periodic financial statements.Support the Project Coordinator in budget monitoring, analysis, and accrual reporting.Ensure all transactions are properly authorized, documented, recorded, and reconciled, including bank reconciliations.Prepare regular financial reports (monthly, quarterly, half-yearly, yearly) for IE and PKSF management and ensure compliance with GCF & PKSF financial procedures.Manage procurement processes in line with GoB, PKSF and IE rules and maintain the fixed asset register.Process payments to vendors and service providers timely and assist with annual procurement planning.Perform any other duties assigned by PKSF & IE management.Required skills and qualifications:At least a Bachelor’s Degree (Honours) in Accounts, Finance, or Business Administration.Minimum 5 years of relevant professional experience with at least 2 years in accounts and financial management; experience in NGOs and development projects is an asset.Proven experience with computerized accounting systems and accounting software; strong MS Excel skills are mandatory.Good understanding of International Accounting Standards (IAS) and Generally Accepted Accounting Principles as adopted by ICAB.Strong analytical, problem-solving, communication and interpersonal skills; proficiency in English and Bengali.Age maximum 40 years as per circular.Benefits & remuneration:Gross monthly salary: BDT 45,000.Festival bonus: 100% of monthly gross salary annually.Bangla New Year allowance: 10% of monthly gross salary annually.Phone bill allowance: BDT 700 per month.Travel allowance: BDT 3,000 per month.How to apply: This is an offline application process.
